The Nigerian Ports Authority (NPA) is a Federal Government Agency that governs and operates the Ports in Nigeria. The major Ports include; Lagos Port Complex and Tin Can Island Port Complex both in Lagos State. NPA has the following mandate:

  • National Agency for Food and Drug Administration and Control (NAFDAC)
  • The Nigeria Police Force (NPF)

  • Ownership and administration of land and water within port limits.
  • Planning and development of port operational infrastructure.
  • Leasing and concession of port infrastructure and setting bench mark for tariff structure
  • Responsible for nautical/Harbour operations and hydrographic survey.
  • Marine incidents and pollution
  • Maintenance of safety and security at the common user areas.
  • Enacting port regulations and bye-laws as well as monitor and enforce them
  • Day to day monitoring of operations and enforcement of relevant sections of respective agreements.
  • Towage, mooring, bunkering, ship chandelling and ship repairs

There are key government agencies that operate within the NPA to boost maritime business. These are major stakeholders as they work and collaborate with the NPA at all times.

Nigeria Customs Service

Nigeria Customs Service is the steward of the nation’s trade and border management faced with the enlarged role to perform at the highest levels, to facilitate legitimate trade in a global environment harboring a litany of threats.

Nigerian Maritime Administration and Safety Agency (NIMASA)

The Agency was established primarily for the administration of Maritime Safety, Seafarers Standards and Security, Maritime Labour, Shipping Regulation, Promotion of Commercial Shipping and Cobatage activities, Pollution Prevention and Control in the marine environment, the Agency also implements domesticated International Maritime Organization (IMO) and International Labour Organization (ILO) Conventions.

Port Health

The Port Health Services is deployed through a division in the Public Health Department of the Federal Ministry of Health. The Division has the responsibility of implementing the WHO International Health Regulations, the International Maritime Organiastions (IMO) laws on health matters, the International Civil Aviation Organisation (ICAO) laws, the Nigeria Quarantine Act (aircraft and ship), the Public Health Laws of Nigeria and any other relevant laws.

National Agency for Food and Drug Administration and Control (NAFDAC)

NAFDAC was established by Decree 15 of 1993 as amended by Decree 19 of 1999 and now the National Agency for Food and Drug Administration and Control Act Cap N1 Laws of the Federation of Nigeria, 2004.

This Act mandates NAFDAC to regulate and control the manufacture, importation, exportation, distribution, advertisement, sale and use of food, drugs, cosmetics, chemicals, detergents, medical devices and packaged water (Known as regulated products).

The Nigeria Police Force (NPF)

The Nigerian Police Force is responsible for maintaining law and order in the Ports. In other words the Force helps to eradicate crime and disorder within its area.

DSS (Department of State Services)

The State Security Service (SSS), also known as the Department of State Services (DSS), is the primary domestic intelligence
agency of Nigeria. It is primarily responsible for intelligence gathering and protection of government concerns.
